A heated exchange between State Minister for Sports Peter Ogwang and FUFA President Moses Magogo Budiope East halted proceedings at the Education parliamentary committee on Wednesday, January 28, 2026.
The clash occurred as Magogo attempted to present FUFA’s budget estimates for the 2027 AFCON tournament, with Ogwang objecting, citing lack of consultation with the National Council of Sports (NCS).
“I am shocked as a minister because I know FUFA works under the National Council of Sports,” Ogwang said. Magogo defended FUFA’s actions, insisting that proper procedures had been followed.

The committee chairperson, James Kubeketelya, attempted to resolve the situation, asking Magogo and Ogwang to reconcile, but to no avail. Magogo subsequently expressed his frustration, stating: “As far as I am concerned, there is a copy delivered at the National Council of Sports… Whatever is being presented here has zero input from the federation.”

Dr. Bernard Ogwel, NCS General Secretary, affirmed that they had not received any document from FUFA.
“We have not received any submission from FUFA. And for all the years, NCS has existed, the procedure of the National council of sports with budget preparation is communicated at the appropriate time.”

The dispute highlights tensions between FUFA and the ministry over AFCON preparations, with Uganda set to co-host the tournament alongside Kenya and Tanzania in 2027.
